ArtsPartners of Central Illinois is seeking qualifications from Illinois-based artists for a large-scale public mural at the intersection of Main Street and Sheridan Road in Peoria.
This project is part of the Illinois America 250 initiative, a statewide effort commemorating the 250th anniversary of the signing of the Declaration of Independence in 2026. The selected artist will create a permanent public artwork that reflects the people, history, and cultural identity of Central Illinois while connecting to this broader moment of reflection and celebration. Mural Details
The mural will be located in a highly visible public space and is intended to serve as a lasting visual representation of our region’s creativity, resilience, and shared experiences. Artists are encouraged to consider themes of community, civic identity, and the layered histories of Central Illinois, including connections to the Illinois River and the Indigenous nations who have called this region home. Full narrative: “The mural will commemorate the 250th anniversary of the signing of the Declaration of Independence by reflecting on the enduring ideals of life, liberty, and the pursuit of happiness while highlighting the creativity, resilience, and diversity of the central Illinois community. While the final design will be developed by the selected artist, the artwork is expected to incorporate themes of civic participation, shared history, and the role of creativity in shaping communities. Visual references to the Illinois landscape, the Illinois River, and the region’s creative culture may be incorporated as part of the design process. The mural will also acknowledge the deep history of the region, including the Indigenous nations who originally lived along the Illinois River, including the Peoria Tribe of Indians of Oklahoma and other members of the Illinois Confederation. By recognizing these histories alongside the contemporary community, the artwork will reflect the many layers of identity, resilience, and cultural exchange that shape Central Illinois today. Representation of Indigenous histories will require direct consultation with appropriate cultural representatives, and the selected artist will be expected to work in collaboration with identified advisors to ensure accuracy, respect, and cultural integrity.”
Who Should Apply
This opportunity is open to artists that reside in Peoria, Tazewell, and Woodford counties. Artists with experience in murals or large-scale public art are strongly encouraged to apply.
Selection Process
This project will follow a two-phase process:
- Phase 1: Qualifications review
- Phase 2: Up to three finalists selected to develop concept proposals
- Finalists will receive a $300 stipend
- Final Selection: One artist will be selected to complete the mural
Project Budget & Timeline
- Total Project Budget: $15,000
- Lead Artist Fee: Approximately $7,300+ (with potential for adjustment based on project needs) Note on compensation: The lead artist fee is $7,300 for the full scope, design through completion. We’ve set aside separate estimates for materials and equipment, but if those come in under budget, that money goes back to the artist.
- Installation: Summer 2026
- Public Unveiling: Late summer/early fall 2026
